TAIPEI, June 08, 2010
The Manpower Employment Outlook Survey released today indicates that Taiwanese employers are anticipating the strongest hiring pace since the Taiwan survey began in 2005. Taiwan’s Net Employment Outlook continues to improve for the fifth consecutive quarter and stands at a prosperous +35%. The Net Employment Outlook improves 1 percentage point quarter-over-quarter and is 27 percentage points stronger when compared to the Q3 2009 forecast. Elsewhere in the world, employers in 30 of the 36 countries and territories Manpower surveys expect to add to their workforces in Quarter 3 2010.
Of the 1,126 employers interviewed in Taiwan this quarter, 42 percent anticipate increasing their workforces, while only 3 percent plan to trim their payrolls; 53 percent plan to make no changes in their current workforce for the next three months.
“The survey results indicate that employers’ hiring confidence is restored. Though the recent unemployment rate dropped slightly, and a sustained and solid recovery will hinge on a fundamental improvement in business environment. Furthermore, Taiwan’s labor market is still closely tied with talent supply,” said Terence Liu, General Manager of Manpower Taiwan. “Employers are looking for candidates with specific skills who can step in and begin contributing to the organization immediately. However, finding talent with these specific skills can be difficult, and employers will continue to be challenged with talent shortages—especially in this robust labor market,“ Terence added.
Employers in the Manufacturing industry sector are reporting the most optimistic hiring intentions (+45%) for this quarter. The weakest Net Employment Outlook is reported by employers in the Wholesale & Retail Trade sector which stands at +26%.
From the global view point, the survey shows employers in 30 of 36 countries and territories expect the hiring pace to improve in the third quarter compared to 12 months ago and 23 report improved quarter-over-quarter hiring plans. Despite the overall improvement, the Manpower data shows employers in four of the countries surveyed report negative hiring intentions, this is an improvement in comparison to the 13 countries in which employers reported negative outlooks 12 months ago. Globally, the strongest job prospects are reported by employers in India, Brazil, Taiwan, China, Peru, Australia and Singapore. In contrast, the weakest third-quarter hiring plans are reported by employers in Italy, Spain, Ireland and Greece.
Across the Asia Pacific region, year-over-year forecasts improve in each of the eight countries and territories surveyed, with forecasts improving from three months ago in six. Hiring plans are strongest in India, Taiwan and China. European employer hiring plans remain mixed across the 18 countries surveyed in the Europe, Middle East and Africa region, but there are positive signals in the labor market. While regional hiring plans in Americas are strongest in Brazil, Peru and Costa Rica.
The next Manpower Employment Outlook Survey will be released on 7 September 2010 to report hiring expectations for the forth quarter of 2010.
