The Manpower Employment Outlook Survey released today indicates that Taiwanese employers are anticipating the most active hiring environment in over five years. This is especially good news for job seekers as Taiwan’s Net Employment Outlook continues three consecutive quarters of improving employer confidence and now stands at a strong +25%. The Outlook is the most optimistic employer forecast since Quarter 2 2005. Elsewhere in the world, employers in 25 of the 35 countries and territories Manpower surveys expect to add to their workforces in Quarter 1 2010.
“A rising number of Taiwan’s employers are more confident with the recovery. Many are telling us they plan to recruit staff in the next three months -- especially to strengthen their sales forces. However, employers are not hiring indiscriminately; they are evaluating candidates carefully, and most of the recruitment process is much longer than before,” said Terence Liu, General Manager of Manpower Taiwan.
Of the 1,066 employers interviewed in Taiwan this quarter, 28 percent anticipate increasing their workforces, while six percent expect to reduce their payrolls; 65 percent say they plan no changes in staff numbers. This quarterly survey of employer hiring intentions shows a positive Net Employment Outlook of +22%. When the Net Employment Outlook is adjusted for seasonal variations, it stands at +25%, which increases six percentage point when compared to last quarter (Q4 2009) and improves a steep 28 percentage points when compared to the same time last year (Q1 2009).
Employers in the Transportation & Utilities sector are reporting the most optimistic hiring intentions (+29%) for this quarter. “Employers in the Transportation & Utilities and Manufacturing sectors report the strongest hiring expectations in the months ahead. Most of the companies have to fill vacancies in critical positions, especially in sales representative positions,” Terence says.
From global view point, employers in 25 of 35 countries and territories surveyed expect positive hiring activity in the quarter ahead. Where quarter-over-quarter comparisons are available, Outlooks improve in 25 of 35 countries and territories. Hiring expectations are also stronger in 19 of 33 countries and territories where year-over-year comparisons can be made. Employers in 31 countries and territories are reporting weaker year-over-year forecasts.
Regionally, employers across the Americas report positive Net Employment Outlooks, with only employers in Colombia reporting a weaker forecast compared to Quarter 4 2009. Employers in Brazil, Costa Rica and Peru report the strongest hiring plans in the region. Job prospects in the U.S. and Mexico are the weakest in the region, however employer hiring sentiment is stronger than three months ago in both countries. Labor market strength in Asia Pacific is expected to be similar to that seen prior to the global downturn, with employers in India reporting the most optimistic hiring plans globally. In the EMEA region, hiring sentiments are mixed with employers in nine countries indicating modest improvements from three months ago.
